NCLB doesn't require teaching to the test but local schools opt to do it to cover-up their failure to provide adequate instruction in the classroom. Fixing the problem isn't a policy decision it will require a change in the core beliefs regarding instruction and attitude by the teacher. Curriculum directors/specialists are a roadblock for this shift to occur. J. Kilpatrick.
